V3.0.17 Changelog

In addition to some bug fixes, this update ads a message to the template that is only visible in IE6 and older.  The message politely says that IE6 and older is no longer supported and advises the visitor to upgrade to a modern browser.  Links to suggested browsers are provided in the message.  The message looks and works very similar to the message on YouTube that shows that they are dropping support for IE6 and older.
