Video is playing in a Fast Forward Motion... Out of Synch with Audio

Issue:

We uploaded some new mp4 videos after recording them on a Samsung camera full HD 1920x1080. On the camera, the video and audio play fine. However, when we upload it to the side, the video plays in sort of a fast forward motion and the audio plays fine. However, they are out of synch. We are in the middle of our soft launch and we'd really like to get this figured out before we have more and more people uploading videos. The videos embedded from youtube play great. No issues at all...

Also, it seems that the promo video we uploaded plays fine too. It's just the other mp4 videos that seem to be an issue.

Do I need to modify anything here?

it is because someone shot the video at 59.940 fps

How were you able to determine the FPS rate?

We just turned it on and recorded it. We didn't adjust any settings. Locally on the computer it plays fine and the audio and video are in synch. Also, when we upload it to youtube, the audio and video are in synch, so it's seems like it is something with our phpmotion site.

As you can see, there is a big difference. Youtube is in synch and the other video is not. We made no changes to the video before uploading it to youtube. We wanted to ensure it was the same exact file that was uploaded to our phpmotion site.
