PHPmotion v3 and v 3.5 Support > Server Issues (PHP, FFMPEG, CGI etc)

cannot UPLOAD !!! PLEASE HELP !

i´ve installed phpmotion v3.5 .
i did everything what i had to do .
everything works fine but when i want to upload some thing the site gives me this error -> The requested URL /cgi-bin/uu_upload.pl was not found on this server. !!
what it means ? how to repair it ?

i uploaded the cgi-bin folder an d everything what was inside of it WITH ASCII mode using filezilla !
the 755 premissions are done !!

still not working !!

if somebody knows how to fix that problem please answer !!
